Apology for the delay. New computer and new access sort of missed out on responding. Better to have both installed. Here is why... say if you create a custom action in visual studio and was using .net 3.51 then it required for .net 3.51. Basically, any client that run the action. Yes it needs to be install across the client.

Depending on the version of Datacap you are installing. During installation and "always user setup.exe", it will check if you have certain version of .Net on your local machine. If it does not find the version it wanted, it will install the .NET Version it needs. Using the .msi it will never check for dependency and install the dependency.
The .net version needs to be installed across your environment. Because each client such as RR server needs to execute the rule set.

InfoCenter seems to suggest even Rulerunner Server machines need .NET 3.5.1.
