I would check with your distro/whoever you pay for licenses on this, before speaking to IBM.

Unfortunately, I am an MSP and have multi-customer portals in my dashboard. I would do the count and then see what you paid your distro. You can also 'remove control" or hide an old enrollment and see if you can enroll the new device to determine if this is the issues.

From what I understand from documentation, License is usually found in Setup -> Licenses right?
Despite having Admin Lvl 2 access, I don't seem to see that.

Check your total enrolled license count against what you have paid for. It is possible you have exceeded the amount and your distro/IBM is preventing additional enrollments.

Off the top of my head there isn't much I think that can be checked in terms of what is causing this, save for maybe Devices / Enrollments / More to see if there is automatic enrollment happening (such as Android Zero Touch enrollment).

I been trying to Enroll a brand new, just unboxed, Google Pixel 7 Phone to the MaaS360 system for our company.
However, after enrollment, a notification from Google Play appears saying "Device Managed by Admin, Automatically Resetting Soon". This is shown on the device itself in the notification tray.
If you wait the full time period (2 hrs), or tap the notification, it forces a Factory Reset.
I asked an Advisor to help assist in my query.
I been trying to re-enroll on this device multiple times and the same issue occurs each time.
I also tried different users to see if something a user setting was causing it.
There are NO Compliance Rules set, and NO Compliance Logs available.
Additionally, this issue occurred a couple times on other devices, but have since resolved themselves without any reason whatsoever.
I had enrolled other devices, including the same models, before without any issue. So I do not believe this to be user error. Other devices also don't show the "Resetting" notification either.
What should I do to fix this?
