    I upgraded our HSTS from 3.9.6 to 4.4.3, then upgraded from 4.4.1 to 5.0.6, following all the published steps in the admin guides.  All the packages are still there, with all the historic data, so it seems the DB conversions and upgrades worked. 

    However, whenever I attempt to download (e.g., via the admin - packages - pick one - click download), I get an error saying "Unable to get a transfer specification. - Internal error - unable to start token generation: Cannot get dynamic encryption key from DB".  I reran the commands for setting up dynamic token generation, but no luck.  Any ideas as to what could be wrong?

    Please check to make sure you initialized you keystores for the asperadaemon user and the transfer user.

    The command would be

    askmscli -u <username> -i
