Generally there is no coding in ACE designer. It's a patterned based application development tool. Like I said, much different than working with the actual Toolkit.
The option to stop and start flows from the dashboard doesn't exist. I believe this would trigger a pod restart, if you were to do this from the toolkit or via command. Not 100% sure without testing.

The ACE Toolkit is not part of CP4i. The closest thing you have access to is ACE designer but this is much different than working in Toolkit.
You can work with the Toolkit locally and connect to the running Integration Servers by connecting remotely. This process is detailed here:

However, I believe best practices would be to handle deployments through the dashboard.
