As it's a question for server side, you should be with a support contract, and best is to enter a support ticket on the passport advantage site.
Still, if a transfer works, it means that Faspex is able to communicate with the HSTS using the node api.
If Faspex does not see the package fully uploaded, it means that faspex did not get this info when polling.
So, I would check the whole configuration here:

especially steps 10/11
in other works you might try this:
/opt/aspera/bin/asconfigurator -x "set_server_data;activity_logging,true"
systemctl restart asperanoded
and try to send a new package again.

I found that the status of the packages' status are Failed.
Error: Upload never started.
However, I can see the packages actually uploaded to the HSTS server.
Please advise any log I can check why the packages are uploaded but in the faspex UI, they are showing failed.
