The skills needed are similar - not a big difference. Just different tools and UI's, and a slightly different mission. If you can use one of these, I think you would have the general skills to use the other - you would just need to learn the specifics of the UI.

The CloudPak for Business Automation mission is data capture. It wants to take your various documents and extract data from them. For example, OCR is one of the DataCap capabilities. It will use some NLP (Natural Language Processing), but it's really looking for data. The Automated Data Processing (ADP) in CloudPak for Business Automation is set up for document classification and specific data field extraction, along with key metadata creation. This is done so the document can be processed into a business process or content management system.
Watson Discovery is reading documents and storing them, as well as adding some metadata and some enrichments. it then stores those for later retrieval - but it really has no clue about how this is going to fit into any business process.
To summarize this in a single sentence, I would characterize Watson Discovery as attempting to understand what a document says, while Cloud Pak of Business Automation's ADP is trying to understand what the document is about, and pull specific information from it.

Most of the projects I did with Watson Explorer involved getting content from IBM Filenet.
Today this product is part of Cloud Pak for Business Automation and this cloud pak also offers AI supported information extraction from documents:
