Basically, Cloud Packs are sets of targeted packaged products you can use for certain areas like data, management, security...
These packs are pre-integrated, are supported with Watson AI, and the come in a containerised flavour that allows you to deploy on OpenShift, so they can run almost anywhere were you can run OpenShift Platform. For instance, you can deploy IBM's Cloud Pack for Security into OpenShift on-prem or at a Cloud Service Provider, depending on your preference.
