I do not think you contacted SPSS Support so far but another group at IBM.
If you want to install a desktop version onto a server you need to have a concurrent license and install Sentinel license manager on your Win Server 2019 too so the desktop client can get a concurrent license token from the license manager. If you have a authorized user license instead of concurrent it will not work.
If you have a concurrent code it needs to be reset, but you need to open a ticket as the exchange of authorization codes is confidential and cannot be done on this forum, see below for options:
