IBM Quantum has a Security team who monitors the accounts that are accessing all devices. If this team notices anything that looks suspicious, they will ban your account automatically. Sometimes this is because you said you're from Harvard, but you used an @gmail.com email account. Or maybe it's because you say you're located in Spain, but your IP address registers as Brazil. Either way, if this has happened to you, here's what you need to do: Fill out the "Disabled Account Appeals Request" form https://airtable.com/shrSlrmHASV8wkVZY for the Appeals Board Team to review. Submit the form with everything matching as best as possible. So if you say you're from UConn, make sure your email is '@uconn.edu' etc. Make sure you're truthful about your location.
I can't tell you what happened exactly but, at least, you'll be able to claim your account back.
Regards,
D.

Dear Community,
Good afternoon,
My quantum experience user (joao.llorente@gmail.com was blocked. I still have my IBMid running (joao.llorente@gmail.com) and access to qiskit runtime, but after have tried all the means (chasing browser, clear cookies, using different IP, nothing worked) still can't access IBM Quantum .
Nobody can help me on the regular client support.I am participating in the IBMQ Summer School and preparing a demo so this is very critical to me.
