The free Db2 client and drivers provide unlimited ability to connect to Db2 servers on Linux, Unix and Windows. However if the server is on Z or IBM i, then it needs to use a different connection protocol and this protocol requires a Db2 Connect license.

I know IBM charges a license fee of $23,000+ for accessing the IBM i from anything using .NET Core 3.1. My question: Is that an annual charge or is that a perpetual license?
Since the "license" provides nothing other than the right to use the already existing, open-source based, freely downloadable .NET Core 3.1 driver I am hoping it is a one-time charge.
