To an extent it depends on what the cloud infrastructure is. If the cloud environment supports a webhook API then the OMNIbus message bus probe has support for receiving events via a webhook:

For dealing with dynamic topology changes, have a look at
Agile Service Manager. As well as providing capabilities that allow you to visualise the current topology of the environment, it supports topology change history. Events (& other data) can be used to augment the topology, for example, enabling you to visualise what the environment looked like before and after the event occurred.
