You can use the registry image from docker hub and start it using the docker run command. This way you have complete control over where to store your images and space maintenance. You can also use the dashboard (docker-registry-frontend) to view your repositories, images and tags. On-prem vs Saas, I guess you have more control on-prem and security also is questionable, depending on the SaaS provider.
