Getting below error when we click on new report in Report studio in Cognos 11.1.7, Could you please let me know the reason

Error Message  Type error:Cannot read Properties of Null(reading 'css rules')

Did you try to open Report in private (or InPrivate) mode? Did you try to remove any cookie? Do you have the same issue with all users?
You can quickly determine if extensions are the cause of any strange behavior by using a factory default mode URL to bypass all extensions:

I have opened the (InPrivate) mode and getting same issue and i have logged in as Cognosadmin , all the users are getting same issue 

http(s)://<YourServerNameAndDomainHere>/bi/?factoryMode=true-- I have tried the  factory default mode UR  but getting '' Unauthorized access Exception" Error

Try to connect to http://<servername>:9300/bi/?perspective=home or your default "home page" for Cognos.

Remove everything after "=home" then add &factoryMode=true so the url shoud finish with ?perspective=home&factoryMode=true

Do you have access to samples on your server? Can you open existing reports (samples or not)? 

Is it a new install? Did you upgrade to a new fix pack?

Did you upgrade from an older version (v10.x or v11.0.x)?

Hi Patric,

I am able to open/Edit/Save existing reports in Report Studio and while creating new report at that time we are getting the error and  it is a new installation and version is IBM Cognos Analytics 11.1.7
