You need to have a look to cognosserver.log in you have access to your Cognos Analytics server(s). The file is located in:
<Cognos_Location>\logs.
The other solution would be to enable the detailed error message so you will be able to understand what might be the root cause.
You can specify who can retrieve full error details that may include sensitive information by changing the Detailed Errors capability in IBM Cognos administration. Typically, this capability is assigned to directory administrators, but you can assign it to other users as well. For more information, see User capabilities.
