SRD is completely removed in Fix Pack for IS11.7. Nevertheless full functionality of Standardization is still available from Designer. You have to edit rules manually in your preferred text editor but you have even more control on whole processes.
As I know IBM working on new product extensions at Data Quality area (mainly in Data Analyzer). Last month we even talk about adding some db reference table instead of using cls internal files.

While not specificaly for the hierarchical data stage editor, a similar issue exists for other areas such as the Standardization Rules Designer. There is no planned replacement for the interface of that: QualityStage Standardization Rules Designer: Flash player end of support in Dec 2020 (ibm.com)
I recall having a similar discussion with IBM support about the Hierarchical Data stage and, if I recall correctly, it was implied that the interface for that would eventually be functional in the Datastage Flow Designer interface. This was a year or two ago and at that time no timeline was provided. I have a couple jobs that use that stage, if for any reason the sources for those jobs change I will have to devise something custom. :-/
