Good idea to try it via the AHA portal as well!
I once suggested that IBM Champions should be able to open non-profit cases, which could otherwise influence IBM's image if not solved.
At Microsoft there is a simple Partner Level, which allows any small software developer to become an official partner and get a few cases for free and more on a payment basis. I guess, such a construct at IBM could help a lot.

Could/should an IBM Business Partner company, who is involved neck-deep in supporting DB2 for their clients (who own valid DB2 licences!), have direct access to DB2 Support (with no need to specify which client the requested support is related to)?
Of course we can open a case and assign it against the (paying) client (who must approve this on their end first), but say you are talking to a potential client who doesn't use DB2 right now and is thinking about switching to it. And your input (as a consultant, IBM Champion, ...) is critical to their decision. And you need to provide a critical piece of information to them, quickly.
Shouldn't we, valued IBM Business Partners, in such cases be able to open a DB2 Support case and not assign it to any client, paying or not?
