I'd recommend checking under the hood in OpenShift to verify that all the expected pods are running, if everything is running and ready then you'd need to start digging into the logs. I'd expect that either something is down or misconfigured.
For logs, I'd probably start with the Zen components, they provide most of the user interface, but different modules will run their own UI components in their own pods (I think, though, that projects is part of Zen, I might be wrong).
In the hamburger menu on the left, in the admin sections you can get to the logs and see if the pods are operating, if you don't have access to the OpenShift Console.
