The idea was to try to give the customer the flexibility of allowing them to have different numbers of TM1 users compared to Controller users, and allowing them to had flexibility about consuming IBM licences. An example scenario could be: - 50 Controller users
- 100 TM1 users (reporting from that Controller data)
In that scenario, you would create 100 users in Controller, but: - Only 50 users had "IBM Cognos Controller User" ticked
- 100 users had "IBM TM1 user" ticked
=> When the FAP cube gets created, there are 100 users (and 100 permissions) defined in the TM1 cube. However it is only consuming 50 Controller licences (not 100)

However, I must caution to say that I don't think that IBM have programmed the above logic in perfectly, so I think it *may* still allow users to logon even if "IBM Cognos Controller User" is not ticked ...and it *may* still show those users in a licence report. - In other words, there are several bugs still present in Controller, so be careful to check things like that if you are going to take advantage of those options.

That option is useful only if you are using FAP. The FAP publishing process creates the users in FAP and you have the same security as you have defined in controller.
If you are only using controller, then this has no impact.
