yes, that's for on-premise installations. I haven't looked up the documents for the cloud licenses. Follow the link I've posted above and you can search for the part numbers you have licensed. That is very important because license documents do change from version to version. We just had that with Cognos Analytics and email reports. That has changed dramatically from version to version.
Therefore I recommend do get in touch with your (IBM) sales person for licenses, get the part numbers, look up the current software version and search for them in the IBM license document database online. Some free support programs that might come with your licenses are limited to a certain amount of hardware capacity. That's all written in the documents but not always easily pointed out.

This question is for IBM, but I posted it here if someone else might be interested about this topic.
Scenario:
The client has five Planning licenses and five users. Those five users create forecasts etc.
Besides Planning they have ten Cognos Analytics user licenses (five of them are same as Planning users).
They would like to create a new Planning cube e.g. "Sales" only for reporting purposes and publish it in Cognos Analytics portal as a new data source. The data source in Planning for that "Sales" cube are database tables and they don't manually feed data to that cube (no live data).
Are current licenses enough for all ten users if they run reports and dashboards which data source is Planning "Sales" cube from Cognos Analytics portal? Or are there some requirements about licensing?
