I am not sure that CMS will accomplish everything you are looking for. I know you can pass parameters but I don't think you will be able to burst the report.

My only suggestion is to use the SDK. There are a few samples provided in the IBM Cognos Analytics for running report and setting parameters.

\sdk\java\ExecReportsAt
\sdk\java\ExecReports
I don't have the expertise to help with the creation of what you are looking for but these code samples should get you started.
Maybe someone else has a different solution that I am not aware of.

I am working with IBM Cognos and I need to pass parameters and trigger a bursted report to a file location from outside Cognos. Specifically, I would like to:
