Hi,This message is because your APP tier/dispatcher is initializing, after a crash, for example.It could be happen because you may set less memory to WLP in your Cognos Configuration.
Default is 8GB, that is too low for production environments.Try increasing memory that can be used: Cognos Configuration > Environment > IBM Cognos Services > IBM Cognos > Maximum memory for Websphere Liberty Profile in MB.If you don't have a distributed installation (Content/Data Tier, App Tier and GW), it is recommend, mainly first two.
Hi BrendaIn the \ibm-jre\jre\bin there is an ikeyman application that you can use to look at the cacert, default pw is NoPassWordSet. Likely there will be a cert with the name of the server in it. You can check to see if the signer certificate is expired.
The default certificate lifetime set in the configuration is 730 days but configurable.
You should see errors just saving the configuration if the certs are expired but I don't know if you have tried that or just started with the services option or a bat file.
