Probably not the direct solution you are looking for, but one possible solution is to write a Jupyter notebook which reads in the COS csv files, merges them how you like, then writes the aggregated data to CA as a data source that can be used in Cognos reports, dashboards, etc.
The python CADataConnector class (for connecting to CA and reading/writing CA data assets) is available in the Watson Studio Jupyter notebook environment. (It is also available in the CA Jupyter notebook environment if you are installing this for an on-prem CA environment. )
