I'm aware this is month after your initial post, so your trial is over but for any future issues some other people may have.
I created a paid subscription account for Cognos Analytics and have ran into the exact same issue. I've been working with support over several days and so far the attempts they made on their end have not resulted in resolution yet.
I only have 1 account, and Im the administrator and license user so there is no other permissions to grant from my end.
I believe it has to do with IBMID - I had an ID years ago and when subscribing to the service I created a new IBMID with the same email (why would it let you do it, I don't know). But now there are 2 accounts in IBM tied to the same email address although when logging in I can obviously only access my new one with active subscription I cannot access.
I'll update once it's resolved so in the future if one finds this thread they can try to reach out to resolve it faster.
