the link you refer to is for Cognos Workspace - not for Reports.
If you want to/are able to upload extensions then I recommend the CogBox. There's a free and paid version and the free version lists expand/collapse feature:

We have a requirement for a customer that wants to have the ability to expand/collapse in a crosstab built using Reports.
I have found the data table and demonstrated that behavior with no luck. This was close, but they want the capability in a crosstab.
I have found the ability to drill down/up when running a report to html, but that is not what they are looking for either.
