'Create Custom Filter' query is different depending on where report is run

    In a List, we use the built-in functionality for 'filter' > 'Create Custom Filter'.  
    When we run the report from the Cognos designer, the filter works as expected.  I.e. it shows all the unique values for the column we selected to filter on.
    However, we have Cognos integrated into our platform.  From our platform, a user can select a report name, and the report is run in a new tab (in Cognos).  When we do the same 'Create Custom Filter', the list of values to choose from are all duplicates.  

    When we look at the queries that are executed, there is a very different query run depending on where the report is run from.  I don't understand why it would run a different query when the same feature is used in both scenarios.

    We are using 11.0.11.
