Is it typical for an academic licensed version to display:
"Cannot complete this request. This installation has not been configured properly for software updates."
when selecting Help > Check for Updates & Help > Install New Software

that's normal and any user will get the same error.
100 % OK.
This is an Eclipse feature that is not used in CPLEX IDE.
