    We are trying to create products and under that defining plans.As part of the plan defining rate limits for example 5 calls/1hour and forcing the hard limit. 
    Added the corresponding API. While testing the service after reaching rate hard limit also we are able to access the API call and we are not receiving any 
    message like 429 too many requests reached.

    IBM API Connect version : 10.0.5.2-3485 and Data Power Gateway version: IDG.10.5.0.4.

    I think you had better raise a support case rather than post here but you also need to upgrade. Both apic and DP versions are missing over 18 months' worth of fixes so there would be some logic in you upgrading to the latest fixpack first, see if that fixes the issue, if not then raise a support case and the support team will be able to help you out.

    At first glance it doesn't sound like you're doing anything wrong, you do need to tick the box for hard limits to get 429s, the default is soft limits.
