These queues won't clear till the root cause is found and fixed. The Gateways are in a state where it does not accept anything from the Manager. Once the cause has been determined and fixed, syncing between the Manager and Gateway will continue.
This issue could occur if there is an invalid API or Product published to the Gateway. The best way to find out which API or Product is breaking the Gateway is by trolling through the Gateway logs. The error is continuously written to the Gateway logs. Look for something that says "
Unable to refresh gateway".
The logs will tell you which API or Product is failing. Once you have determined the API or Product, you can retire and delete them from the Gateway.
If your Gateways are running on OCP then just the logs by
oc logs -f <gateway-pod-name>
