    i am using this <xsl:value-of select="dp:encrypt-key($session-key,$recipient,$KeyTransportAlgorithm)"/> in recipient i used certificate it work fine .
    i want to used public key "MIIBIjANBgkqhkiG9w0BAQEFAAOCAQ8AMIIBCgKCAQEAtUEX8ATOyfFSgOFxqSWi
    MAvPedjgqVC3bfrYO6jCvzBSJVmFP3idi002OnAnLOfC/bdjkmdzGyZVJ3xnQNv5

    dp:encrypt-key only accepts X509 certificates. Public keys by themselves are not supported.
