I think you have misunderstood the requirements listed there.
The table explains that port 3000 on DP communicates in both directions with port 443 on api manager.
Note you linked to the 10.0.7 version of the docs, please do not deploy that version now, it's CD not LTS and will not receive any fixes. Support for it ends completely in a couple of months. Please stick to LTS releases (10.0.8), and if you are using 10.0.8 then make sure you're looking at the correct version of the documentation - the content is different!

Hi Team, As per IBM Documentation, Firewall requirements on VMware, it is defined that communication between DataPower and API Manager is bidirectional. However self telnet in API Manager with port 3000 showing error and so from DataPower to API Manager with port 3000 there is no connectivity.
In DataPower, testing of connectivity is occurred in troubleshooting > result failed
In API Manager console, testing of self connectivity is done by
telnet <API Manger IP> 3000
Above command shows error as there is no port 3000 is available in API Manager
1) So need a confirmation whether do we have 3000 port available in API Manager for push/pull the webhook? or the information in IBM Document is wrong?
2) Also API Manager and DataPower components are communicating with each other independently and there is no Load Balancer communication is required, however in one of our production issue it is directed that we need to have a connection between API Manager and DataPower External LB to make the host name available to the public.
Can you please confirm whether it is required?
