The first step is to inspect the descriptions of the pending pods to understand why they aren't being scheduled and hence going to running state. This may be due to bunch of reasons including node label mismatch etc.
Use the command:
kubectl describe pod [pod-name] --namespace cert-manager
Look for events or messages that indicate scheduling problems, such as insufficient resources, taints and tolerations issues, or node affinity/selector issues.
Please reply with describe output for further assistance.

The cert-manager was installed from APIC 10.0.5.5 helper file cert-manager-1.11.5.yaml.
kubectl apply -f cert-manager-1.11.5.yaml
The cert-manager pods are stuck in pending state for very long time.
root@myapi:~# kubectl get pods --namespace cert-manager
NAME READY STATUS RESTARTS AGE
cert-manager-854f88b6d7-v5xzq 0/1 Pending 0 34m
cert-manager-cainjector-765c9d5f5d-8kprh 0/1 Pending 0 34m
cert-manager-webhook-7b6dfdd596-pw9wg 0/1 Pending 0 34m
The system (Ubuntu 22.04.3 LTS X64) is not busy at all (64GB RAM and 16 Cores
APIC documents asks to wait for them to be in running state before going to next installation steps (on kubernetes).
Any help is appreciated.
