The emails are sent be api manager (not the portal). You need to check your email server settings in the cloud manager, sounds like you might not have them quite right if emails aren't being sent.
you can check the apim pod log for errors but my money would be on your smtp settings aren't quite right. Eg check mail server hostname, port, tls profile and authentication
