It tries to open via  perspective=authoring and it shows up blank and I cannot return to Team Content. I must hit the back button. I have looked at all the capabilities and I am the admin so I have full access. I removed all my extensions and still get a blank screen. I am able to create a New Dashboard, just not a Report. I am also unable to see any reports. I cannot drill into them either. 

It is almost like there is a stuck id.....it tries to navigate to perspective=authoring&id=163... I removed the id and still nothing. I am lost. Thanks for any insight

I encountered a similar problem after upgrading from 11.2 to 11.2.2.  Can you try incognito mode on your browser and see if it opens?  If that works, then clear your browser cache.  That's what fixed my problem after the upgrade.

You might want to start Cognos with http://<hostname>:9300/bi/?factoryMode=true to be sure that you don't have issues with extensions or views.

I ended up setting allow anonymous access in Cognos Configuration, saving, restarting. Then setting it back to False, saving and then restarting. It then picked up the correct permissions.....Strange, but keeping it moving :-)
