I want to create a maintain data report on a project , but the project doesnt show me the add report button.

I created a new report under home environment and this maintain report is showing just 2 tables as shown below

Based on the screenshot, it looks like you are in the Home project, not the Service Costing project. Home project contains user and role information, but no other data.

It looks like this question is still open so I'll throw you my two cents.  The first screenshot shows no Edit Mode button as well as no Add Report button.  In most cases this indicates that the back-end enforcement settings are restricting report configuration.

Most likely this is the Stage instance where report edits are typically not permitted.  The best thing to do is create the report in the Dev instance and then promote the change up to Stage.
