    Login to your API manager UI and on the front page there is a tile to download the toolkit.

    From there you can download API Designer (the local IDE UI) and LTE (the local test environment- a docker gateway image).

    How to use them is in the product documentation, I'm sure you'll find it.

    Note these downloads are not publicly available. You obtain them from your API Manager UI, or they can be downloaded from IBM FixCentral with entitlement.

    The files above are what an API Developer would run on their local machine to do API development and publish new APIs.

    They are not a means to run an APIC server instance on your laptop - thats not possible. Just thought I would make that clear since you mention wanting to run a PoC. The APIC server runs on VMWare ESX, kubernetes and openshift. Its not going to run on your laptop.

    how to get entitlement without being a IBM customer for this product .My client asked for demo of the product for evaluation .

    Sorry, can't answer that.

    Entitlement comes when you buy a license. 

    Have you tried the "request a trial" button here: IBM API Connect - API Lifecycle Management ?

    You can also register for a free 30 day trial on the SaaS service on AWS.
