Id like to reply to several of your bullet points, and hope to have one or more SME's reply to points 1, 2, & 7;
3) There is an open WO for the asset (possible duplicate or conflict).
> Maximo has a setting in organizations under Work Order Options>>Other Organization Options>>Display Duplicate Problem Warning section. With this enabled AND IF you create a work order on an asset/location with a failure class & problem code and if there already exists a work order with same combination (asset/location, failure class & problem code), maximo gives you a warning stating that problem has already been reported. You can skip the creation or go ahead with the creation.

4) A WO was performed recently on the asset (consider if an additional service disruption due to a WO is justifiable at this time). > A service disruption decision should always stand alone: What is the criticality of the asset, how severe is the issue and anticipated degradation rate(time to failure) vs. next planned maintenance window.
5) There is a replacement WO planned for the asset within a certain timeframe (consider cancelling or adjusting the WO and waiting for the asset replacement). > See reply to 4 above

You make quite a few good points here but i believe these would mostly be subject to how each customer wanted Maximo to manage their work process. Not all customers would have the same requirements as you list here.
Most of these should be possible to configure using the Maximo configuration tools e.g.
Work Order Estimated Cost > Replacement Cost: You would need to decide at what point in the creation of a work order would you expect this validation to be fired - Assuming the work order has been created and and the required planned data being entered then on Approval check the costs - and in the event that this returns TRUE - what would you want the action to be - stop Approval with a message to the user for example but you may still need an approval flow to accept this and go ahead anyway. In this case a workflow process would probably be the answer to escalate the approval to a more senior person to approve the work order.
For the last one re: adjacent assets then how do you determine adjacent - are you using service address data based on the location of the work order? you would need to use an automation script to apply some javascript to check for any work orders within a specific radius and timeframe and again if found then determine what action should be taken.
As you can see there are many ways a customer may want to implement some of your suggestions.
If you feel strongly about some of these being available as standard in Maximo then you should consider adding a Request for Enhancement and see if other users agree and vote for your suggestions.
