Looking at the suggestion, I found:

This error arises if you try to run an application with a TOKEN license and you have started a negotiation with the ILM TOKEN server (ilmd) declared in your access.ilm but, at some point, the ilmd server is unable to respond to your request. Check using ilmlist whether the server is still alive or restart ilmd.

How can I solve this problem?
