I think the OTB route also will offer us the best opportunity to mature our TBM practices across our agencies and enterprise, which is ultimately what the legislature (who put TBM into law) wants from us.
I think another thing that takes away focus is the leveraging of the tool as a straight-up BI/reporting tool - even if that reporting is only marginally associated with what would be in scope of TBM. I'm never sure whether to encourage or discourage such actions. On the one hand, it gives individuals exposure to the product but on the other, takes away focus from the actual point of the product. Would welcome opinions on that as well.
I do think that Apptio can and should have some way of learning from the customer community - to add new data elements to OTB reports or master data sets if there is significant perceived value from multiple customers, to create additional OTB reports, etc.
It would be nice to have greater visibility into how that process might occur (through support 'enhancement requests' only?) - I hesitate to say 'through the TBM council' since I am one of the customers hoping for a much clearer and more distinct separation between TBM the practice and Apptio a product, but I could see the TBM council playing a role in the suggested data elements that one might want to report out for 'application' and then Apptio as a vendor modifying the product to implement.
