It has to be in base media. you may have created spot without that fileset.

you should be able to find that file set on AIX base mdiea CD #1

if its not there then you may be running in to defect. you would have to check with support on that.

Per an account advocate, the devices.vdevice and devices.vtdev filesets are part of the VIO server and should not be in the standard AIX 5.3 tree. The warnings about missing requisites can be ignored.
