    fix central (pretty accurately named) lets you download fixes

    if you buy a software license you normally get the software on a medium (like dvd) or

    your ibm id is associated with a customer (your employer e.g.) who has bought a software license, then you can download the licensed software (.iso images normally) from the software subscription website.

    this is just my own point of view from some years of experience. maybe there is more.

    But....
    if you are an ibm customer why don't you just plainly ask your ibm contact? they will give you the definite answer (much more up to date and true than people in this forum can) and even might have a special offer tailored for you. that's these folks's job, you know.
