How is additional language used in Maximo Mobile? 

I am thinking that MM will use the language from the device's operating system. If the user profile has a language specified in the Default Information, it should match the mobile device's language. 

Can anyone confirm this or provide an explanation if this is managed via Manage?

The Maximo Mobile will use the language of the device and display accordingly. Like you point out, if the User Profile has a Language and Locale then there is a priority system as to which one it would use. 

Graphite will determine which locale to use based on the locale found in the UserInfo object.

• If locale exists in the userInfo object, Graphite will use that as its locale.
• If locale does not exist but instead defaultLcale exists, Graphite will use the defaultLcale value as the locale. This values comes from the locale field from the Maximo user profile.
• If both the defaultLcale and locale are not found in the userProfile but the users language is set in the Maximo user profile, then Graphite will use the user's language as the locale.
• If none of the above are set, then Graphite will use the Browser's locale.
