When your are dealing with thousands of line items, and if you want to use ITP with your Cost Center manager, it would be good to show him only his share of budget but organized with several filters (for ex you begin the discussion by selecting one cost pool and some accounts then you move to another or you select one activity across multiple cost center...

It is unclear to me why this functionality exists in CT (for ex in data module) and not in ITP?

This is an idea in the IT planning ideas section. It is already been planned for a future release. Add Data Filters to Line Item View (Column Filtering) .Go vote on it so we can keep track of who wants the feature.
