    Such usage is explicitly allowed in the Academic Initiative program, and you will be able to download CPLEX Optimization Studio from this site (after registration).

    Thanks, it helps. Though I only find that faculty / educators / research staff / students are eligible. The members of the IT department who deploy the software in labs are not mentioned (they don't belong to those groups). Did I overlook something?

    I'm not a lawyer and, specifically, I'm not *your* lawyer. So please take everything that follows with all necessary precautions. 

    You're right that the license mentions only "teaching or research staff" plus "students". These are the people who are licensed to "use" the software. From this I deduce that as long as the people in the IT department don't *use* the software, there is no issue.

     The Academic Initiative Agreement says

    Only Registered Educators may make copies [...]

    Further, labs or classrooms that are used for different groups of students are problematic since those other students are given access to the software.

    So I guess it's not as easy to comply with IBM's rules in a broader university context.
