By default, OPL will use CPLEX. If you want to use CP, precise "using CP;" at the beginning of your OPL model as I did in my answer in your other thread.

Edit: I think you have an old version of CPLEX Optimization Studio. You should use OPL 12.6.3.

You need to install CPLEX Optimization Studio 12.6.3 which contains OPL 12.6.3, CPLEX 12.6.3 and CP Optimizer 12.6.3 in a whole package.
(I think you currently use a version of 2009)
