What needs to be done to make a previous plan available (forecast or budget) for comparison in the Variance Analysis? Would I need to restate my budget?

According to this Analyze Budget Variance document, in step 5 within the section labelled Create the Variance Analysis, it says that the plan must just be in the Final state in order to be pulled into a Variance analysis comparison.

If you are not able to select a previous plan when you're choosing the Comparison Plan, check to see that it has been finalized. If not, you may set it to Finalized by following the steps in this document.
