Is it possible to schedule an automatic synchronization between ITPlanning and Cost Transparency (for example every day...)? In R11 and in R12?

Right now there wont be a way to schedule a plan to be pushed into CT. As each plan can be pushed to CT project and a plan can be created at any time, it will be difficult to apply a schedule and determine which plan should be pushed out.

We are looking at better ways in which data can be shared across the two applications but I would still recommend that you post or submit this idea to the IT Planning Hub for reference.
