Is there any documentation or checklists available which outline the minimal requirements/steps needed to implement ITPF out of the box.

A good place to start would be to read through the IT Planning Foundation Workshop Guide which guides you through the configuration activities for an IT Planning project. We also have self-paced training videos that explains the fundamentals of IT Planning Foundation.
