You should use a newer version of OPL like OPL6.3 or Cplex Optimization Studio 12.2: a lot of bugs have been corrected since 5.x versions.
Your project works well as far as I can see with the last version of OPL on a chinese machine. On a non chinese machine, the config name must be changed from chinese characters to american characters to work.
