ok, I did the trick to skip this HMC bug.
because I didn;t have (because I don't use) any internal provate HMC network and no DHCP (all managed systems are accessed with static IPs over public network HMC ent), so I had to configure fake DHCP on one of unused ent's on the HMC (btw. even not network cabled) - but it created the /etc/dhcpd.conf file and helpded to skip the error.
Please also note that also /media/cdrom had to be unmounted manually after the first installios which failed - because another error after dhcpd.conf issue was "fixed":
mount: block device /dev/cdrom is write-protected, mounting read-only
mount: /dev/cdrom already mounted or /media/cdrom busy
mount: according to mtab, /dev/hda is already mounted on /media/cdrom
ERROR installios: Could not mount /dev/cdrom
