Although both are part of IBM Integration products, each product has a specific objective. They can also work together in some use cases.
API connect focus on presenting your currently developed APIs to outside or to other internal developers in a secure and managed way. But you have to have the backend API ready and developed in most of the cases.
The App connect's main job is to build the API /Service. It has advanced message transformation and mediation capabilities. It can orchestrate multiple end points within the service.
